We have an exciting opportunity for a Governance Services Manager (Grade 13) to join the Rules Managemen team on a permanent basis.
Team Overview:
Customer Operations is the directorate within Elexon that operates the more customer focussed processes of the multiparty contractual framework that is the Balancing and Settlement Code (BSC).
Sitting within Customer Operations, the Rules Management team supports Ofgem and industry to develop and implement changes to the BSC and the Capacity Market (CM) that are beneficial to the wholesale electricity market. The team regularly engages with senior Elexon colleagues and those across the GB electricity market, delivering high quality outputs to external stakeholders, directly impacting and strengthening Elexon’s reputation.
Rules Management is split between BSC Change, CM Change and BSC Administration. The BSC and CM Change teams progress changes to the BSC and CM through a structured governance framework, matrix managing multidisciplinary teams from across Elexon’s organisation to develop solutions to complex technical problems. The BSC Administration team are the guardians of all controlled documentation, ensuring new versions of documents are implemented into the live operational BSC accurately in line with agreed implementation dates. The Rules Management team also supports the operation of the BSC Panel and its sub-committees (industry Committees that oversee Elexon’s work).
Job Purpose:
The Governance Services Manager shall report into the Head of Rules Management and shall be:
- Accountable for assuring the overall quality and timeliness of the process that Elexon operates for the CM change processes on behalf of the Regulator, Ofgem.
- Accountable for the work of the BSC Panel and Panel strategy through the Panel Secretary role.
- Accountable for the management of the BSC Administration team.
The post holder shall lead the operation of the CM Rules change processes Elexon operate on behalf of the regulator, Ofgem, and be accountable directly to the client, Ofgem for this service.
The role holder, and the team they oversee shall regularly engage with senior Elexon colleagues and across the GB electricity market. The majority of team outputs are external facing and have a direct impact on Elexon’s service reputation.
The Governance Services Manager shall be responsible for line managing a number of direct reports, and task managing matrix colleagues (where applicable). This includes management of the BSC Administration team.
Further responsibility shall include chairing the industry Capacity Market Advisory Group (CMAG) meetings and, where needed, BSC Workgroup meetings.
The Governance Services Manager shall additionally support the governance of the BSC by performing the role of BSC Panel Secretary. The Panel Secretary role shall set and oversee the development and implementation of the Panel strategy, as well as the day-to-day operation of the Panel processes.
Key Responsibilities:
- Line, task and performance manage a team of Change and Senior Change Leads, and matrix manage subject matter experts and support colleagues
- Assure the quality of external publications (technical reports, impact assessments, data and news articles) to positively influence Elexon’s reputation for BSC Change, CMAG and the BSC Panel
- Be directly accountable to Ofgem for the overall service provided for the CMAG, in particular compliance, timeliness and quality of regulatory/policy projects
- Proactively develop the processes operated by BSC Administration, the CMAG and BSC Panel, utilising digital and innovative technologies where possible to ensure efficiency and excellence for customers
- Manage the demands of external stakeholders on the workload of the BSC Administrators, CMAG and BSC Panel
- Be the BSC Panel Secretary, including owning, developing and delivering the BSC Panel strategy, Panel processes and all associated activities in support of the BSC Panel

- Strong experience in governance
- Significant experience in utilities regulation or another regulated industry
- A keen eye for attention to detail and an excellent standard of written English with strong analytical and report writing skills
- Chairing senior level meetings
- Strong planning and organising skills
- Evidence of delivering continuous process improvement to achieve better outcomes for the business and its customers
- Significant experience managing and negotiating competing priorities to achieve mutually beneficial outcomes.
- Experience in setting and delivering strategy
- Proficient user of MS Office and other business systems
Developmental/ Desirable:
- Budget management
- Knowledge and experience of the governance of the electricity industry (Capacity Market and the BSC) • Knowledge of electricity market arrangements, regulation and governance within the energy sector
• Developed presentation and public speaking skills and able to credibly represent the organisation publicly
